Exactly my suggestion, really. A public sector team/service (a city gov function, though capable of embedding at super-local level) that can prototype – and then figure out whether to continue to build and operate, procure/outsource, or regulate/block. Needs the constant prompts from the ‘Understanding Service’ and also generates insights through its activities, of course.
