I want to know what sort of governance unit could do that work—see tactical as R&D (which requires a kind of active observation and engagement) and then devise structures, strategies and policies which build that innovation into broader systemic change. Without killing it! We tried a bit of that in our work at SITRA in Helsinki. But there’s not enough of that around; at least, devised as explicit strategy, or playbook.
